INVITATION TO BID CONSTRUCTION OF EVACUATION CENTER/COVERED COURT, PHASE I, SAN JOSE DE ORO, ARACELI, PALAWAN 1) The Provincial Government of Palawan, through the Certification of Availability of Appropriation (OBR No. CAA-26-00878-DF-PPE) intends to apply the sum of Eight Million Pesos (PHP 8,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for CONSTRUCTION OF EVACUATION CENTER/COVERED COURT, PHASE I located at SAN JOSE DE ORO, ARACELI, PALAWAN (Project Reference No: B2 GF PEO25 26-10-113). Bids received in excess of the ABC shall be automatically rejected at bid opening. Procurement Activities will also be livestreamed at PGP-Bids and Awards Committee-BAC (https://www.facebook.com/profile.php?id=61578548731676) for Goods & Services – Ᵽ10 Million, Infrastructure – Ᵽ20 Million, and Consulting Services – Ᵽ5 Million. 2) The Provincial Government of Palawan now invites bids for CONSTRUCTION OF EVACUATION CENTER/COVERED COURT, PHASE I, SAN JOSE DE ORO, ARACELI, PALAWAN. Completion of the Works is required within Two hundred forty (240) calendar days. Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3) Prospective Bidders should be (1) registered with and classified by the Philippine Contractors Accreditation Board (PCAB) with PCAB LICENSE: • Classification: General Building (GB-1) • License Category: Small B 4) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 5) Interested bidders may obtain further information from Bids and Awards Committee (BAC) Secretariat, Provincial Government of Palawan and inspect the Bidding Documents at the address given below from Monday to Thursday, 8:00 AM to 7:00 PM. 6) A complete set of Bidding Documents may be acquired by interested bidders on October 20, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00) The Procuring Entity shall allow the bidder to present its proof of payment for the fees personally. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 7) The Provincial Government of Palawan will hold a Pre-Bid Conference on October 28, 2026 at 2:00 pm at BAC Conference Room, West Wing, 2nd floor, Gov. Ramon V. Mitra Building, Capitol Compound, Puerto Princesa City, Palawan and/or through video conferencing via zoom, which shall be open to prospective bidders. 8) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the Office of the BAC Secretariat, West Wing, 2nd floor, Gov. Ramon V. Mitra Building, Capitol Compound, Puerto Princesa City, Palawan or online by sending their eligibility requirements thru email at [email protected] in compressed format and with password with attached proof of receipt that the hardcopies of documents were sent on or before November 11, 2026 at 1:30 pm. An electronic copy that cannot be opened, or is corrupted, shall be considered not responsive and, thus, will be automatically disqualified. Late bids shall not be accepted. 9) All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 10) Bid opening shall be on 2:00 pm of November 11, 2026 at BAC Conference Room, West Wing, 2nd floor, Gov. Ramon V. Mitra Building, Capitol Compound, Puerto Princesa City, Palawan and/or via zoom. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 11) All prospective bidders are hereby informed that sub-contracting of any portion of the project shall not be allowed. The winning bidder must undertake the works in its entirety and shall be solely responsible for the completion and performance of the contract in accordance with the approved plans, specifications, and terms of reference. 12) All prospective bidders are strongly encouraged to attend the Pre-Bid Conference (if applicable) to raise inquiries, if any, and seek clarifications regarding the project to be bid. Any clarifications, questions, or requests for interpretation after the conduct of the Pre-Bid Conference must be submitted in writing. Likewise, all concerns or queries arising from the proceedings of the Bid Opening up to the issuance of the Notice of Award shall only be entertained through formal written communication. Attendance to the Pre-Bid Conference, while not mandatory, is highly recommended to ensure full understanding of the bidding requirements. 13) Prospective Bidders will be required to submit a second (2nd) copy containing both technical and financial proposals in two (2) separate sealed envelopes, enclosed in a sealed envelope marked as “Copy 1”. The original and duplicate copies shall be enclosed together in a single mother envelope, properly sealed and marked, and shall be submitted per project. 14) All pages of the submitted documents, including annexes and title pages must be complete, properly tabbed, labeled, and numbered, with the authorized representative’s signature affixed beside the page number. Please ensure that all documents are of high resolution and clearly legible. Non-compliance with these requirements may lead to the rejection of bid. 15) The Provincial Government of Palawan reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
