Construction of Tajonera and San Agustin Street (Brgy 5 and 6)

Invitation to Bid CONSTRUCTION OF TAJONERA AND SAN AGUSTIN STREET (BRGY 5 AND 6) 1. The Local Government Unit of Paluan, Occidental Mindoro (LGU Paluan), through the 20% Development Fund (20% DF) FY 2026, intends to apply the sum of Seven Million Seven Hundred Two Thousand Three Hundred Sixty-Seven Pesos and 41/100 (PhP 7,702,367.41) being the Approved Budget for the Contract (ABC) to payments under the contract for the Construction of Tajonera and San Agustin Street (Brgy 5 and 6) with Project ID No. 30-26. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The LGU Paluan now invites bids for the Construction of Tajonera and San Agustin Street (Brgy 5 and 6) along Tajonera Street, Barangay V – Bagong Silang, and San Agustin Street, Barangay VI – San Jose, Paluan, Occidental Mindoro, consisting of mobilization/demobilization; project signboard; clearing and grubbing (2,555.00 sq.m.); removal of existing pavement (1,825.00 sq.m.); structure excavation (51.10 cu.m.); surplus excavation (908.70 cu.m.); subgrade preparation (2,190.00 sq.m.); aggregate subbase course (474.50 cu.m.); Portland Cement Concrete Pavement (1,971.00 sq.m.); structural concrete (51.10 cu.m.) and reinforcing steel (4,343.71 kg) for the lined canal; and steel works (10,816.77 kg) for the canal cover, with a physical target of 0.365 kilometer. Completion of the Works is required within seventy-two (72) calendar days from the date of receipt of the Notice to Proceed. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3. Bidding will be conducted through competitive bidding procedures using a non discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4. Interested bidders may obtain further information from the BAC Secretariat of LGU Paluan and inspect the Bidding Documents at the address given below from 8:00 AM to 6:00 PM, Monday to Thursday. 5. A complete set of Bidding Documents may be acquired by interested bidders from 20 October 2026 until the deadline for the submission and receipt of bids on 11 November 2026 at 9:30 AM, from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (PhP 10,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. The LGU Paluan will hold a Pre-Bid Conference on 28 October 2026 at 10:00 AM at the Municipal Conference Room, Paluan Municipal Hall, Brgy. V – Bagong Silang, Paluan, Occidental Mindoro, which shall be open to prospective bidders. 7. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the BAC Office, 2nd Floor, Paluan Municipal Hall, Brgy. V – Bagong Silang, Paluan, Occidental Mindoro on or before 11 November 2026 at 9:30 AM. Late bids shall not be accepted. 8. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be on 11 November 2026 at 10:00 AM at the Municipal Conference Room, Paluan Municipal Hall, Brgy. V – Bagong Silang, Paluan, Occidental Mindoro. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10. The contract shall be awarded to the Bidder with the Lowest Calculated and Responsive Bid. Requests for clarification of the Bidding Documents shall be made in writing and received by the BAC at the address below not later than 29 October 2026, or at least ten (10) calendar days before the deadline for the submission and receipt of bids. 11. The LGU Paluan reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
