Republic of the Philippines Province of Davao Oriental City of Mati BIDS & AWARDS COMMITTEE INVITATION TO BID LOT Supply and Delivery of CATERING SERVICES use for Barangays and Municipals Consultation Meetings SOURCE OF FUND: OLF [1999B, 1999Z4B & 1999Z1 5-02-99-990-01-01] 1. The Provincial Government of Davao Oriental through the Bids and Awards Committee (BAC) intends to apply the sum of THREE MILLION PESOS (3,000,000.00) being the Approved Budget for Contract (ABC) payments under the contract for the LOT Supply and Delivery of CATERING SERVICES use for Barangays and Municipals Consultation Meetings. Bids received in excess of the ABC shall be automatically rejected at Bid opening. 2. The Provincial Government of Davao Oriental now invites bids for the LOT Supply and Delivery of CATERING SERVICES use for Barangays and Municipals Consultation Meetings. Delivery of the goods is within 7 Calendar days. Bidders should have completed, within 2 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II- Instruction to Bidders. 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 12009 (R.A. 12009), otherwise known as the “New Government Procurement Reform Act”. 4. Interested Bidders may obtain further information from BAC Secretariat and inspect the bidding documents at the address given below during office hours. 5. A complete set of Bidding Documents may be purchased by interested bidders on October 19 – November 9, 2026 from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of FIVE THOUSAND PESOS (Php5,000.00). 6. The Provincial Government of Davao Oriental thru its BAC will hold a Pre-Bid Conference on October 27, 2026 at 2:00pm at the Bids and Awards Committee (BAC) Conference Room, Provincial Capitol Mansion, Capitol Hill, City of Mati, Davao Oriental. 7. Bids must be delivered to the address below on or before November 10, 2026 - 2:00pm. All bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 18. Form of Bid Security - Cash or cashier’s/manager’s check issued by a Universal or Commercial Bank (2% of ABC) Minimum Amount - Php60,000.00 Form of Bid Security - Bank draft/guarantee or irrevocable letter of credit issued by a Universal or Commercial Bank. Provided, however, that it shall be confirmed or authenticated by a Universal or Commercial Bank, if issued by a foreign bank ( 5% of ABC) Minimum Amount - Php150,000.00 Form of Bid Security - Surety Bond callable upon demand issued by a surety or insurance company duly certified by the Insurance Commission as authorized to issue such security (5% of ABC) Minimum Amount - Php150,000.00 Form of Bid Security - Bid Securing Declaration 8. Bids will be opened in the presence of the Bidders or their representatives who choose to attend. Late bids shall not be accepted. 9. The Provincial Government of Davao Oriental reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders. 10.
