Invitation to Bid for Design and Build of the Passenger Elevators for the SSWC Building, Salcedo Hall and College of Pharmacy, University of the Philippines Manila 1) The University of the Philippines Manila, through the UGTFI intends to apply the sum of Sixteen Million Five Hundred Fifty-Three Thousand Six Hundred Pesos (PhP16,553,600.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Design and Build of the Passenger Elevators for the SSWC Building, Salcedo Hall and College of Pharmacy, University of the Philippines Manila. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The University of the Philippines Manila, now invites bids for Design and Build of the Passenger Elevators for the SSWC Building, Salcedo Hall and College of Pharmacy, University of the Philippines Manila 3 Completion of the Works is required Three Hundred Sixty (360) Calendar Days. Bidders should have completed, within Ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from UP Manila Procurement Office, BAC 2 Secretariat and inspect the Bidding Documents at the address given below from 7:00 AM to 4:00 PM. 5) A complete set of Bidding Documents may be acquired by interested bidders on 20 October 2026 from the address below Procurement Management Office, 2nd Floor Joaquin Gonzales Compound, Padre Faura St., Ermita Manila and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (Php25,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The UP-Manila Bids and Awards Committee 2, in coordination with the Campus Planning Development and Maintenance Office (CPDMO), shall conduct a site inspection of the project area on 27 October 2026, 10:00 a.m., and shall be followed by a Pre-Bid Conference at 1:30 p.m. at the Procurement Management Office, BAC Conference Room, 2nd Floor Joaquin Gonzales Compound, Padre Faura St., Ermita Manila, which shall be open to prospective bidders 7) Bids must be duly received through manual submission, on or before 10 November 2026, not later than 1:00 p.m. at the Procurement Management Office, 2nd Floor Joaquin Gonzales Compound, Padre Faura St., Ermita, Manila. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on 10 November 2026, 1:30 pm at the Procurement Management Office, BAC Conference Room, 2nd Floor Joaquin Gonzales Compound, Padre Faura St., Ermita, Manila. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 11) The UP-Manila Bids and Awards Committee 2 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
