Procurement of Security Services for January 1, 2027 to December 31, 2027

1)The Zamboanga City Special Economic Zone Authority and Freeport, through the General Appropriations Act (GAA) 2027 intends to apply the sum of ₱3,534,768.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Security Services for January 1, 2027 to December 31, 2027. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2)The Zamboanga City Special Economic Zone Authority and Freeport now invites bids for Procurement of Security Services for January 1, 2027 to December 31, 2027 using the Lowest Calculated and Responsive Bid (LCRB) as per RA 12009. Delivery of the Goods is required within 12 months. Bidders should have completed, at least 5 Years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3)Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4)Interested Bidders may obtain further information from Zamboanga City Special Economic Zone Authority and Freeport and inspect the Bidding Documents at the 2nd Floor, Business Development Center Office, Bids and Awards Committee Secretary, Zamboanga City Special Economic Zone Authority and Freeport, San Ramon, Talisayan, Zamboanga City from Monday to Thursday 8:00AM—4:00PM. Friday is designated as work-from-home; hence inquiries on the bidding documents may be directed through the official communication channels. 5)A complete set of Bidding Documents may be acquired by interested Bidders on October 20, 2026 to November 9, 2026 from 8:00AM—4:00PM until November 10, 2026 on or before 11:30AM from 2nd Floor, Business Development Center Office, Bids and Awards Committee Secretary, Zamboanga City Special Economic Zone Authority and Freeport, San Ramon, Talisayan, Zamboanga City, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱5,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6)The Zamboanga City Special Economic Zone Authority and Freeport will hold a Pre-Bid Conference on October 29, 2026, 9:30AM at 3rd Floor, Audio Visual Room, Zamboanga City Special Economic Zone Authority and Freeport, San Ramon, Talisayan, Zamboanga City and/or through video conferencing via Zoom, which shall be open to prospective Bidders. 7)Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the Ground Floor, Corporate Planning Division Office, Zamboanga City Special Economic Zone Authority and Freeport, San Ramon, Talisayan, Zamboanga City on or before November 10, 2026 until 11:30AM. Late bids shall not be accepted. 8)All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9)Bid opening shall be on November 10, 2026, 1:30PM at 3rd Floor, Audio Visual Room, Zamboanga City Special Economic Zone Authority and Freeport, San Ramon, Talisayan, Zamboanga City and/or via Zoom. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10)In the event that two (2) bidders are determined to have the same Lowest Calculated and Responsive Bid (LCRB) after bid evaluation, the tie shall be resolved through a coin toss. If more than two (2) bidders are determined to have the same LCRB, the tie shall be resolved through a drawing of lots. The applicable tie-breaking method shall be conducted in a fair, transparent, non-discrepancy, and non-discriminatory manner, in accordance with Section 4.2 of General Guidelines of GPPB Circular No. 04-2026, entitled Guidelines on the Resolution of Tied Bids through Tie-Breaking Method, pursuant to RA 12009. 11)The Zamboanga City Special Economic Zone Authority and Freeport reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
