INVITATION TO BID SUPPLY AND DELIVERY OF 7 UNITS TYPE I AMBULANCE TO BE USED FOR EMERGENCY MEDICAL SERVICES, PATIENT SUPPORT, MEDICAL EVACUATION, DISASTER RESPONSE OPERATIONS, AND OTHER PREPAREDNESS AND RESPONSE ACTIVITIES IB NO. GSA-2026-055 1. The Provincial Government of Oriental Mindoro, through the GENERAL FUND intends to apply the sum of Twenty One Million Pesos Only (Php 21,000,000.00) being the ABC to payment under the contract for the Supply and Delivery of 7 units Type I Ambulance to be used for emergency medical services, patient support, medical evacuation, disaster response operations, and other preparedness and response activities. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Provincial Government of Oriental Mindoro – Procurement Division Goods and Services Section now invites bids for the above Procurement Project. Delivery is required within thirty (30) days upon receipt of Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). Bidding will be conducted through open competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. a. The contract will be awarded to the Lowest Calculated Responsive Bid (LCRB). b. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Interested bidders may obtain further information from Provincial Government of Oriental Mindoro- Procurement Division- Goods and Services Section and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM. The PGOM conducted its Pre-Procurement Conference on October 19, 2026 at 10:00 a.m. at the PPESO Conference Room Provincial Capitol Complex, Camilmil, Calapan City, Oriental Mindoro in accordance with Section 49.1 of R.A. No. 12009 IRR 5. A complete set of Bidding Documents may be acquired by interested Bidders on October 20, 2026 to November 10, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five Thousand Pesos Only (Php 25,000.00). 6. The Provincial Government of Oriental Mindoro-Procurement Division Goods and Services Section will hold a Pre-Bid Conference on October 27, 2026 at 10:00AM at PPESO Conference Room, Provincial Capitol Complex, Camilmil, Calapan City, Oriental Mindoro which shall be open to prospective bidders. 7. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the Procurement Division- Goods and Services Section, on or before November 10, 2026 at 9:30 AM. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9. Bid opening shall be on November 10, 2026 at 10:00AM at PPESO Conference Room, Provincial Capitol Complex, Camilmil, Calapan City Oriental Mindoro. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10. The PGOM – Procurement Division- Goods and Services Section reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
