Electrical Works, Lighting and Decorations at Godofredo P. Ramos Park and Provincial Capitol Building, Estancia, Kalibo, Province of Aklan with AKLAN BAC ITB No. 1168 Series 2026

INVITATION TO BID 1. The Provincial Government Aklan, through Supplemental Budget No. 2 CY 2026 intends to apply the sum of Five Million Five Hundred Thousand Pesos Only (Php 5,500,000.00) to payments under the contract for the Electrical Works, Lighting and Decorations at Godofredo P. Ramos Park and Provincial Capitol Building, Estancia, Kalibo, Province of Aklan with AKLAN BAC ITB No. 1168 Series 2026. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Provincial Government of Aklan now invites bids for the above Procurement Project. Completion of the Works is required for Forty Five (45) Calendar Days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Interested bidders may obtain further information from the Provincial Government of Aklan BAC Secretariat and inspect the bidding documents at the address given below during office hours from 9:00 AM to 4:00 PM. 5. A complete set of Bidding Documents and plans may be acquired by interested bidders from October 20, 2026 to November 9, 2026 from the address and website/s below and upon payment of a non-refundable fee of Ten Thousand Pesos Only (₱ 10,000.00) payable to the Provincial Treasurer’s Office Cashier. The Procuring Entity shall allow the bidder to present its proof of payment for the fees indicated below. 6. The Province of Aklan will hold a Pre-bid Conference on October 28, 2026, at 2:00 P.M. at the BAC Conference Room, Procurement Service Section, 3rd Floor, Annex B Building, Provincial Capitol Compound, Kalibo, Aklan, and/or through googlemeet/zoom which shall be open to all interested parties. 7. Bids must be duly received by the BAC Secretariat through (i) manual submission at the office address as indicated below, (ii) online or electronic submission as indicated below, or (iii) both} on or before November 9, 2026, 2:00 P.M. Late bids shall not be accepted. 8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be on November 9, 2026 at 2:00 P.M. at the given address below and through googlemeet/zoom. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. Bidder shall maintain the use of backup data or cloud storage for large files uploaded for online bid submissions for ready reference. 11. The Provincial Government of Aklan reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 12.
