Procurement will be conducted through Public Competitive Bidding in accordance with Republic Act No. 12009 (Government Procurement Reform Act) and its Implementing Rules and Regulations (IRR). Eligibility Requirements Bidders shall comply with the eligibility requirements provided under RA 12009 and its IRR, including but not limited to the following:
Must be Filipino citizens or juridical entities with at least sixty percent (60%) Filipino ownership or interest, as required by law;
Must have completed a similar contract equivalent to at least fifty percent (50%) of the ABC within the last five (5) years; and
Must have a Net Financial Contracting Capacity (NFCC) at least equal to the ABC, or a credit line commitment from a licensed bank amounting to at least ten percent (10%) of the ABC.
The BAC shall apply non-discretionary “pass/fail” criteria in the eligibility check and preliminary examination of bids.
