PARKING AREA WITH LANDSCAPING AT BLTO COTABATO CITY

1.) The Ministry of Transportation and Communications through the BAA 91/FY 2026 SUPPLEMENTAL APPROPRIATION, intends to apply the sum of Php 4,455,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for PARKING AREA WITH LANDSCAPING AT BLTO COTABATO CITY. Bids received in excess of the ABC shall be automatically rejected at bid opening. The Ministry of Transportation and Communications, through its Infrastructure Bids and Awards Committee (IBAC), invites bids for the following hereunder Works: a. Contract ID No. 26IGAAB0010 Contract Name and Location PARKING AREA WITH LANDSCAPING AT BLTO COTABATO CITY Brief Description Parking Area Approved Budget for the Contract (ABC) Php 4,455,000.00 Source of Funds BAA 91/FY 2026 SUPPLEMENTAL APPROPRIATION Contract Duration 120 calendar days Cost of Bidding Documents Php 5,000.00 Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. Interested bidders may obtain further information from Ministry of Transportation and Communications and inspect the Bidding Documents at Bangsamoro Government Office, Gov. Gutierrez Avenue, Rosary Heights 7, Cotabato City during weekdays from 8:00 a.m. to 5:00 p.m. A complete set of Bidding Documents may be acquired by interested bidders on October 27, 2026 to November 09, 2026 from the address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of specified in each contract. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The Ministry of Transportation and Communications will hold a Pre-Bid Conference on October 27, 2026 at 1:00 P.M. at BLTO Conference Room, BLTO Building, BGC, Gov. Gutierrez Avenue, Rosary Heights 7, Cotabato City and through video conferencing via zoom workplace, which shall be open to prospective bidders. 7) Bids must be duly received by the Infrastructure Bids and Awards Committee (IBAC) Secretariat through manual submission at the MOTC Regional Office, NTC Building, Bangsamoro Government Center, Gov. Gutierrez Avenue, RH 7, Cotabato City, or electronic submission at [email protected] on or before November 09, 2026 at 10:00 A.M. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on November 09, 2026 at 1:00 P.M. at BLTO Conference Room, BLTO Building, BGC, Gov. Gutierrez Avenue, Rosary Heights 7, Cotabato City or through video conferencing via zoom workplace. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) Reminder to Bidders: a. In compliance to Sec 81.1 and Sec. 82 of the IRR of RA No. 12009, all prospective bidder shall be required to submit a sworn disclosure of relations and beneficial ownership, clearly identifying the natural persons who ultimately own, control or benefit from the bidding entity, whether directly or indirectly, through shareholding, voting rights, contractual arrangements, or means of control. b. Prospective Bidders should be (1) registered with and classified by the Philippine Contractors Accreditation Board (PCAB) with PCAB LICENSE Category as stated in each contract. Any person purchasing the Bidding Documents must present a valid government-issued identification card. If the buyer is not the prospective contractor, the buyer shall present an authorization letter from the contractor together with the contractor’s identification card. This requirement also applies to those paying for Bidding Documents downloaded from the Philippine Government Electronic Procurement System (PhilGEPS), who must present their PhilGEPS Document Request List (DRL). Pursuant to the National Government Procurement Act (RA 12009) and its Implementing Rules and Regulations, during the verification of eligibility, technical, or financial documents, the Infrastructure Bids and Awards Committee (IBAC) shall determine whether any deficiency, non-compliance, or misrepresentation is attributable to the contractor. If such deficiency is due to the contractor’s fault or negligence, the BAC shall declare the bidder post-disqualified. In such cases, the Ministry of Transportation and Communications - BARMM shall disallow the contractor from being awarded the 11) 12) infrastructure contract, without obligation to reimburse any fees or incidental costs paid for participating in the procurement. The Ministry of Transportation and Communications - BARMM reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
