Republic of the Philippines Province of Pangasinan MUNICIPALITY OF MANAOAG -o0o- Invitation to Bid for the CONSTRUCTION & INSTALLATION OF SOLAR POWERED STREET LIGHT AT BARANGAY CALAOCAN, MANAOAG, PANGASINAN The Municipal Government of Manaoag, Pangasinan, through its Bids and Awards Committee (BAC) intends to apply the sum of , Construction & Installation of Solar Powered Street Light at Barangay Calaocan, Manaoag, Pangasinan in the amount of Six Hundred Thousand Pesos (P600,000.00) from the 20% Development Fund CY 2026 being the Approved Budget for the Contract (ABC) for the contract for the Construction & Installation of Solar Powered Street Light at Barangay Calaocan, Manaoag, Pangasinan. Bids Receive in excess of the ABC shall be automatically rejected at bid opening. The Municipal Government of Manaoag, Pangasinan, now invites bids for the above Procurement Project. The period of delivery required is Thirty (30) calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instruction to Bidders).
Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
Interested bidders may obtain further information from Municipal Government of Manaoag , Pangasinan and inspect the Bidding Documents at the address given below from October 21, 2026 to November 11, 2026. From 8:00AM to 5:00PM, Mondays to Fridays;.
A complete set of Bidding Documents may be acquired by interested bidders on October 21, 2026 to November 11, 2026 from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of One Thousand Pesos (P1,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees presented in person.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Municipality of Manaoag, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
The Municipal Government of Manaoag, Pangasinan, through its Bids and Award Committee (BAC) will hold a Pre Bid Conference on October 28, 2026 at 10:00 AM at BAC Office, 2rd Floor, BOSS Building, Municipal Hall, Manaoag, Pangasinan, which shall be open to prospective bidders.
All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
Bid Opening shall be on November 11, 2026 10:15 AM, at the BAC Office, 3rd Floor BOSS Building, Municipal Hall, Poblacion,, Manaaoag, Pangasinan. Bids will be opened in the presence of the bidders’ representative who chooses to attend the activity.
The Municipal Government of Manaoag, Pangasinan reserve the right to reject any and all bids, declare a failure of bidding, or not award the contact at any time prior to contract award in accordance with Section 35.6 and Section 41 of the revised Implementing Rules without thereby incurring any liability to the affected bidder or bidders.
