INVITATION TO BID FOR LAOAG-VINTAR RIS; PROPOSED CONSTRUCTION OF CANAL LINING; REPAIR OF NATIONAL IRRIGATION SYSTEM FUND; CY 2026 REFERENCE NO.: INIMO-2026-10-065 1.The National Irrigation Administration – Ilocos Norte Irrigation Management Office, through the CY 2026 General Appropriations Act (GAA) intends to apply the sum of Forty-Seven Million Five Hundred Twenty-Two Thousand Three Hundred Seventy-Eight Pesos & 98/100 (Php 47,522,378.98) being the ABC to payments under the contract for Laoag-Vintar RIS; Proposed Construction of Canal Lining; Repair of National Irrigation System Fund; CY 2026 under Contract No. INIMO-2026-10-065. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2.The National Irrigation Administration –Ilocos Norte Irrigation Management Office now invites bids for Laoag-Vintar RIS; Proposed Construction of Canal Lining; Repair of National Irrigation System Fund; CY 2026 in Vintar, Ilocos Norte. Completion of the Works is required within Three Hundred Thirty (330) calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. (Instructions to Bidders). Brief Description of the Work includes Temporary Works and Canalization. 3.Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR), otherwise kwon to us the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives and partnerships or organizations with the least sixty (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4.Interested bidders may obtain further information from National Irrigation Administration –Ilocos Norte Irrigation Management Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM, Monday to Friday. 5.A complete set of Bidding Documents may be acquired by interested bidders on Tuesday, October 20, 2026 up to Tuesday, November 10, 2026, 2:00 P.M. from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (Php 25,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees if it will be presented in person. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6.The National Irrigation Administration –Ilocos Norte Irrigation Management Office will hold a Pre-Bid Conference on Wednesday, October 28, 2026, 2:00 P.M. at NIA –INISAIP Conference Room, Nat’l Highway, Brgy. San Pablo, San Nicolas, Ilocos Norte, which shall be open to prospective bidders. 7.Bids must be duly received by the BAC Secretariat through manual submission at the address below on or before November 10, 2026 (Tuesday), 2:00 P.M. Late Bid shall not be accepted. 8.All bids must be accompanied by a bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9.Bid opening shall be on November 10, 2026 (Tuesday), 2:00 P.M. onwards at NIA –INISAIP Conference Room, Nat’l Highway, Brgy. San Pablo, San Nicolas, Ilocos Norte. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the activity. 10.The Bids and Awards Committee (BAC) shall use a non-discretionary and non-discriminatory measure based on sheer luck or chance, which is “DRAW LOTS”, in the event that two or more bidders have been post-qualified and determined as the bidder having the Lowest Calculated Responsive Bid (LCRB) to determine the final LCRB. 11.The National Irrigation Administration –Ilocos Norte Irrigation Management Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
