INVITATION TO BID FOR CURA RIS; REPAIR OF CANAL LINING AND CANAL STRUCTURES; REPAIR OF NATIONAL IRRIGATION SYSTEM FUND; CY 2026 REFERENCE NO.: INIMO-2026-10-063 1.The National Irrigation Administration – Ilocos Norte Irrigation Management Office, through the CY 2026 General Appropriations Act (GAA) intends to apply the sum of Forty-Seven Million Eighty-Two Thousand Seven Hundred Thirty-One Pesos Only (Php 47,082,731.00) being the ABC to payments under the contract for Cura RIS; Repair of Canal Lining and Canal Structures; Repair of National Irrigation System Fund; CY 2026 under Contract No. INIMO-2026-10-063. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2.The National Irrigation Administration –Ilocos Norte Irrigation Management Office now invites bids for Cura RIS; Repair of Canal Lining and Canal Structures; Repair of National Irrigation System Fund; CY 2026 in Carasi, Ilocos Norte. Completion of the Works is required within Three Hundred Thirty (330) calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. (Instructions to Bidders). Brief Description of the Work includes Temporary Works, Construction Plant, Mobilization of Construction Equipment and Demobilization Work, Project Billboard/Sign Board, Construction Safety and Health, Canalization Works and Canal Structures. 3.Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184. 4.Interested bidders may obtain further information from National Irrigation Administration –Ilocos Norte Irrigation Management Office and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM, Monday to Friday. 5.A complete set of Bidding Documents may be acquired by interested bidders on Tuesday, October 20, 2026 up to Tuesday, November 10, 2026, 2:00 P.M. from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (Php 25,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees if it will be presented in person. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6.The National Irrigation Administration –Ilocos Norte Irrigation Management Office will hold a Pre-Bid Conference on Wednesday, October 28, 2026, 2:00 P.M. at NIA –INISAIP Conference Room, Nat’l Highway, Brgy. San Pablo, San Nicolas, Ilocos Norte, which shall be open to prospective bidders. 7.Bids must be duly received by the BAC Secretariat through manual submission at the address below on or before November 10, 2026 (Tuesday), 2:00 P.M. Late Bid shall not be accepted. 8.All bids must be accompanied by a bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9.Bid opening shall be on November 10, 2026 (Tuesday), 2:00 P.M. onwards at NIA –INISAIP Conference Room, Nat’l Highway, Brgy. San Pablo, San Nicolas, Ilocos Norte. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the activity. 10.The Bids and Awards Committee (BAC) shall use a non-discretionary and non-discriminatory measure based on sheer luck or chance, which is “DRAW LOTS”, in the event that two or more bidders have been post-qualified and determined as the bidder having the Lowest Calculated Responsive Bid (LCRB) to determine the final LCRB. 11.If at the time of the post-qualification procedure, the BAC verifies that any of the deficiencies is due to the contractor’s fault or negligence pursuant to 34.3(b)(ii)(c) of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 (2016 RIRR of RA 9184), the Procuring Entity shall disqualify the contractor from the award without any right to reimburse fees and incidental cost paid for the procurement of infrastructure contract subject of the Bid. 12.The National Irrigation Administration –Ilocos Norte Irrigation Management Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 13.For further information, please refer to: ABIGAIL FRITZIE D.
