- The Local Government Unit of Badiangan, Iloilo, through the LGSF – GEF for CY 2026 intends to apply the sum of ₱24, 984,149.17 being the Approved Budget for the Contract (ABC) to payments under the contract for Rehabilitation/ Improvement of Teneclan – Catubig – Bitaoyan Road, Badiangan, Iloilo. Bids received in excess of the ABC shall be automatically rejected at bid opening.
- The Local Government Unit of Badiangan, Iloilo now invites bids for the above Procurement Project. Completion of the Works is required within Two Hundred Forty (240) Calendar Days. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB).
- Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
- Interested bidders may obtain further information from Bids and Awards Committee (BAC) Office, 2nd Floor, Municipal Hall, Badiangan, Iloilo, Philippines and inspect the Bidding Documents at the address given below from 8:00am to 5:00pm.
- A complete set of Bidding Documents may be acquired by interested bidders on October 21, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty Five Thousand Pesos (₱25,000.00)
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
- The Local Government Unit of Badiangan, Iloilo will hold a Pre-Bid Conference on October 29, 2026 9:00 A.M. at Pandayan Hall, 2nd Floor, Municipal Building, Badiangan, Iloilo, Philippines and/or through livestreaming via FACEBOOK ACCOUNT, which shall be open to prospective bidders.

- Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through (i) manual submission at the address indicated below or on or before November 10, 2026, 9:00 A.M. Late bids shall not be accepted.
- All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.
- Bid opening shall be on November 10, 2026, 9:01 A.M. at Pandayan Hall, 2nd Floor, Municipal Building, Badiangan, Iloilo, Philippines. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
- Prospective bidders are required to upload and maintain current of the following eligibility documents in the PhilGEPS and submit the updated licenses if any become expired:
a. Registration Certificate (SEC/DTI); b. Mayors/Business Permit or its Equivalent Documents; c. Tax Clearance Certificate; d. Audited Financial Statements; and e. PCAB License/Registration.
- The Local Government Unit of Badiangan, Iloilo reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
