Invitation to Bid for 2026-010-011: DESIGN & BUILD SCHEME FOR THE CONSTRUCTION OF FOUR (4) STOREY WITH ROOF DECK MIXED USED DEVELOPMENT BUILDING AT TUBURAN, CEBU The MUNICIPAL GOVERNMENT OF TUBURAN, intends to bid the sum of One Hundred Twenty Million (Php120,000,0000.00) Pesos being the Approved Budget for Design & Build Scheme for the Construction of Four (4) Storey with Roof Deck Mixed Used Development Building. Bids received in excess of the ABC shall be automatically rejected upon bid opening. The Municipal Government of Tuburan invites qualified bidders for the Design & Build Scheme for the Construction of Four (4) Storey with Roof Deck Mixed Used Development Building located at Barangay Poblacion IV, Tuburan, Cebu, with a conceptual design, that is of modern architecture and conform with the characteristics of a Green Building. Completion of the works is required in a fast manner, at the shortest possible time and not to exceed Four Hundred Twenty Five (425) CALENDAR DAYS. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations of Republic Act 9184, otherwise known as the “Government Procurement Reform”. The eligibility of the design and build contractors shall be based on the legal, technical and financial requirements indicated in the Instruction to Bidders. In the technical and financial requirements, the design and build contractor (as solo or in joint venture) should be able to comply with the experience requirements under Sec. 23.5.2.5 of RA 9184, where one of the parties should have at least one similar projects (i.e. Design and Build of Market/Arcade) both in design and construction whose value must be at least 50% of the cost of ABC. Joint ventures/consortia among Filipino contractors and consultants or among Filipino contractors and foreign consultants shall be allowed subject to pertinent laws and the relevant provisions of the IRR of R.A. 9184. The joint venture/consortia shall be jointly and severally responsible for the obligations and the civil liabilities arising from the design and build contract: Provided, however, That Filipino ownership or interest thereof shall be at least seventy five percent (75%): Provided further, That joint ventures/consortia in which Filipino ownership or interest is less than seventy-five percent (75%) may be eligible where the structures to be built require the application of techniques and/or technologies which are not adequately possessed by Filipinos and that Filipino ownership or interest shall not be less than twenty-five percent (25%): Provided, finally, that when the design services in which the joint venture wishes to engage involve the practice of professions regulated by law, all those who will actually perform the services shall be Filipino citizens and registered professionals authorized by the appropriate regulatory body to practice those professions and allied professions and where foreign designers are required, the foreign designer must be authorized by the appropriate Philippine Government professional regulatory body to engage in the practice of those professions and allied professions. Interested bidders may obtain further information from the office of the BAC Secretariat and inspect the Bidding Documents from 8:00 A.M. to 5:00 P.M. A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Fifty Thousand Pesos (Php50,000.00) It may also be downloaded free of charge from the website of the Philippines Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the fee for the Bidding Documents not later than the submission of their bids. The Municipal Government of Tuburan, through its Bids and Awards Committee (BAC) will hold a Pre-Bid Conference on November 06, 2026, 9: 00 o’clock in the morning at the SB Office, 2nd floor, Legislative Building, LGU Tuburan which shall be open only to all interested parties who have purchased the Bidding Documents. Bids may be submitted before the bidding date at the SB Office, 2nd floor, Legislative Building, LGU Tuburan in the designated drop box or may be submitted on November 18, 2026 at 9:00A.M. at the same office. The Municipal Government of Tuburan through its Bids and Awards Committee (BAC) reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
