CARLOS HILADO MEMORIAL STATE UNIVERSITY TALISAY CITY, NEGROS OCCIDENTAL BID AND AWARDS COMMITTEE INVITATION TO BID PROCUREMENT OF JANITORIAL SERVICES (MANPOWER ONLY) FOR FISCAL YEAR 2027 CHMSU 27-002-1021-G 1) Carlos Hilado Memorial State University, through the Corporate Budget for the Contract of 2027 approved by the governing Board (GAA/MDS), intends to apply the sum of Nine Million Seven Hundred Ninety-Five Thousand Seventy-Five Pesos and 48/100 (Php 9,795,075.48) only being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Janitorial Services (Manpower Only) for Fiscal Year 2027. Bids received in excess of the ABC shall be automatically rejected at bid opening. ITEM DESCRIPTION QTY. TOTAL ABC PROCUREMENT OF JANITORIAL SERVICES (MANPOWER ONLY) FOR FISCAL YEAR 2027 12 months Php 9,795,075.48 2) Carlos Hilado Memorial State University now invites bids for the Procurement of Security Services (Manpower Only) for Fiscal Year 2027. Delivery of the Goods is required for twelve (12) months upon receipt of the Notice to Proceed. Bidders should have completed, at least two (2) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009 with the Lowest Calculated and Responsive Bid (LCRB) as the award criterion. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from CHMSU BAC Secretariat through email at [email protected] or through these contact numbers: (034) 0584 loc. 142 / 09205833046 and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M. 5) A complete set of Bidding Documents may be acquired by interested Bidders on October 21, 2026, to November 12, 2026 (10:00 A.M.) from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos and 00/100 (Php 10,000.00).
