INVITATION TO APPLY FOR ELIGIBILITY AND TO BID The Municipal Government of Piñan, through its Bids and Awards Committee (BAC), invites suppliers to bid for the hereunder procurement: NAME OF PROCUREMENT PURPOSE PROCUREMENT OF ONE (1) UNIT DIESEL GENERATOR ENGINE SILENT TYPE 125KVA 3 PHASE PAS-3-125KVA WITHOUT ATS FOR USE IN THE OPERATION OF PUMPING STATION II LOCATION Piñan, Zamboanga del Norte APPROVED BUDGET FOR THE CONTRACT =P=1,416,201.00 TERMS AND CONDITIONS: Scope of Supply - The Supplier shall deliver the generator in accordance with the technical specification, quantity and other requirements indicated in the approved Purchase Request, Request for Quotation, Purchase Order or Contract, as applicable. Technical Specifications - The generator set shall conform to the approved technical specifications and requirements of the Procuring Entity. The supplier shall ensure that the unit delivered meets all specified technical and performance requirements. Condition of the Equipment - The generator set shall be brand new, unused and free from manufacturing defects at the time of delivery. Inspection and Acceptance - The delivered generator set shall be subject to inspection and verification by the authorized representatives of the PE to determine compliance with the approved technical specifications, quantity and delivery requirement. Acceptance shall be made upon satisfactory inspection and confirmation of compliance with the contractual requirements. Warranty -The supplier shall provide a one (1) year warranty against manufacturing defects, commencing from the date of issuance of the Certificate of Acceptance by the PE in accordance with the submitted warranty certificate and applicable contractual requirements. -24/7 Technical Support Hotline -Authorized Service Center in Mindanao. Non-compliance and Replacement - Any item found to be damaged, defective, incomplete or non-compliant with the approved technical specifications upon delivery shall be addressed by the supplier in accordance with the Purchase order or Contract Limitation of Scope - The scope of this procurement covers the supply and delivery of the generator set only, installation, commissioning, electrical works, and other related services are excluded unless expressly provided for in the approved procurement documents. General Conditions - All matter not expressly covered by these Terms and Conditions shall be governed by the approved procurement documents, Purchase Order or Contract and applicable Philippine laws and regulations. Deliver to Job Site - The supplier shall deliver the generator set directly to the designated jobsite specified by the PE. All transportation, handling, loading, unloading and delivery expenses shall be borne by the supplier. The supplier shall ensure that the generator set is delivered safely, in good condition and within the prescribed delivery period. Page 1 of 2 pages Other Information: All interested bidders are encouraged to participate in the Pre-bidding Conference Prospective bidders should possess all the valid technical documents applicable to the contract, have completed a similar contract with a value of at least 50% of the Approved Budget for the Contract (ABC), and have key personnel and equipment (Listed in the Eligibility Forms) available for the prosecution of the contract. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of Bids. The BAC will conduct post-qualification of the lowest calculated bid. Interested bidders shall pay a non-refundable amount of =P=1,416.00 to the Municipal Treasurer’s Office/Cashier before the issuance of the bidding documents. The bidders shall drop their duly accomplished eligibility requirements, technical and financial proposals in two (2) separate envelopes in the bid box located at the above-mentioned address. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the ITB Clause 18. Bid opening shall be on the date indicated above at the Office of the Bids and Awards Committee, Municipal Hall, LGU, Piñan, Z.N. Bids will be opened in the presence of the bidder’s representatives who choose to attend “LATE BIDS SHALL NOT BE ACCEPTED”. They may also obtain the results of the Eligibility Check by the BAC at the same address. The LOCAL GOVERNMENT UNIT further reserves the right to accept or reject any and all bids, to annul the bidding process and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
