INVITATION TO BID Desilting at Damsite, Concreting of Access Roads to I.A. Office, and Improvement of Access Road of MBCIIS Binalawan SRIS, Repair of Bench Flume with Cover and Desilting at Main Canal of MBCIIS Magballo New Diversion Sub-System, and Construction of Bench Flume Cover and Desilting at Main Canal of MBCIIS Isam Diversion Sub-System NIA-NOIMO-CW-MBCIIS-CANLAMAY-REPAIR-CIS-08-2026 1. The National Irrigation Administration (NIA) - Negros Occidental Irrigation Management Office, through the GAA-REPAIR-CIS CY 2026, intends to apply the sum of FOURTEEN MILLION, SEVEN HUNDRED TWENTY-NINE THOUSAND, TWENTY-SIX PESOS & 28/100 (P 14,729,026.28) 2. To payments under the contract for the Desilting at Damsite, Concreting of Access Roads to I.A. Office, and Improvement of Access Road of MBCIIS Binalawan SRIS, Repair of Bench Flume with Cover and Desilting at Main Canal of MBCIIS Magballo New Diversion Sub-System, and Construction of Bench Flume Cover and Desilting at Main Canal of MBCIIS Isam Diversion Sub-System with Contract Reference No.: NIA-NOIMO-CW-MBCIIS-CANLAMAY-REPAIR-CIS-08-2026. Bids received in excess of the Approved Budget for the Contract (ABC) shall be automatically rejected at the Bid Opening. 3. The National Irrigation Administration - Negros Occidental Irrigation Management Office now invites bids for the above Procurement Project. The project is located at Brgy. Balicotoc and Brgy. Canlamay, Ilog and Brgy. Magballo, Kabankalan City, Negros Occidental. Completion of the works is required within Three Hundred Sixty-Five (365) calendar days. All prospective bidders for this package should be PhilGEPS Platinum registered, should possess a valid Philippine Contractors Accreditation Board (PCAB) License with size range of Small B in General Engineering (Irrigation or Flood Control), must have a key personnel and the required equipment available for the prosecution of the contract, and must not have fifteen (15) percent or more negative slippage in all on-going projects and should secure Certificate of Site Inspection before procuring Bidding Documents. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders. 4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary "pass/fail" criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 5. Interested bidders may obtain a Certificate of Site Inspection from the National Irrigation Administration - Negros Occidental Irrigation Management Office as a mandatory requirement on legal documents. 6. A complete set of Bidding Documents can be downloaded by interested bidders from the PhilGEPS website from October 23 – November 17, 2026, and may be formally acquired upon payment of the applicable fee at the NIA-Negros Occidental IMO, Bago City, pursuant to the latest guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (₱25,000.00). Only bidder’s representative with Special Power of Attorney will be allowed to purchase Bidding Documents. 7. The National Irrigation Administration - Negros Occidental Irrigation Management Office will hold a Pre-Bidding Conference on November 3, 2026, at 2:00 P.M., which shall be open to prospective bidders. The contractor's technical personnel are requested to attend the Pre-Bidding Conference. 8. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below on or before November 17, 2026, at 2:00 P.M. 9. All bids must be accompanied by a bid security in any acceptable form and in the amount stated in ITB Clause 15. 10. Bid Opening shall be on November 17, 2026, at 2:00 P.M at the NIA – NOIMO Conference Room. Bids will be opened in the presence of the bidder's authorized representative with a Special Power of Attorney who chooses to attend the activity. Late bids shall not be accepted. 11. The National Irrigation Administration reserves the right to reject any and all bids, declare a failure of bidding, or not award the Contract at any time prior to contract award in accordance with Section 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
