INVITATION TO BID REBIDDING FOR THE SUPPLY AND DELIVERY OF TONERS WITH FREE USE OF PRINTERS FOR PAG-IBIG FUND SSWM OFFICES 1) The Pag-IBIG Fund Area Technical and Administrative Services for Southern and South-Western Mindanao, through the Corporate Operating Budget for year 2026 intends to apply the sum of following: Lot No. Description Quantity Approved Budget for the Contract (ABC) Inclusive of all applicable taxes and other charges Toners Printers 1 Monochrome 2,054 pieces 555 units Php10,064,600.00 Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The Pag-IBIG Fund now invites bids for Rebidding for the Supply and Delivery of Toners with Free Use of Printers for Pag-IBIG Fund SSWM Offices. Delivery of the Goods is required or shall be made by the supplier in accordance as specified in Section VI (Schedule of Requirements) and Section VII (Technical Specifications) of the Bidding Documents. Bidders should have completed, at least within ten (10) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. • Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from Pag-IBIG Fund BAC-SSWM Secretariat through the contact details given below and inspect the Bidding Documents as posted at the websites of the Pag-IBIG Fund and the Philippine Government Electronic Procurement System (PhilGEPS). 5) A complete set of Bidding Documents may be acquired by interested Bidders on October 23, 2026, from 8:00 A.M to 5:00 P.M (PST) from the Pag-IBIG Fund BAC SSWM Secretariat, 2nd Floor, Espacio de Eugenia Bldg. cor V. Mapa and Mabini Sts., Davao City upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (Php25,000.00). Bidders have the option to pay for the Bidding Documents through over-the-counter payment facility of the Pag-IBIG Fund, provided that the prospective bidder has initially secured an authorized Payment Order Form (POF) from the Pag-IBIG Fund BAC Secretariat by sending an email request at [email protected]. • Over-the-Counter Payment Payment shall be in the form of cash, certified check, cashier’s check, manager’s check payable to Pag-IBIG Fund and can be made from Mondays to Fridays, 8:00 AM to 5:00 PM (PST), at the Pag-IBIG Fund Davao Bajada Branch, located at 209 J.P. Laurel Avenue, Davao City, or at any Pag-IBIG Fund Branch nationwide. The Procuring Entity shall allow the bidder to present its proof of payment for the fees by providing a copy of the Home Development Mutual Fund (Pag-IBIG Fund) Invoice in person or through electronic mail at [email protected], before the deadline of submission and receipt of bids, to be registered as an official participating bidder for the project. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of Pag-IBIG Fund, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The Pag-IBIG Fund, through its Bids and Awards Committee – Southern and South-Western Mindanao, will hold a Pre-Bid Conference via videoconferencing on November 4, 2026, 2:00 P.M. (PST), which shall be open to prospective bidders. Request for the meeting ID/link and password must be communicated with the BAC-SSWM Secretariat via email at [email protected], at least one (1) working day prior to the scheduled Pre-Bid Conference and shall be limited only to one (1) representative per company. The said meeting ID/link must be for exclusive use of the authorized representative of the bidder. Bidders’ access to the meeting will automatically be restricted once the activity starts. 7) Bids must be duly received by the Pag-IBIG Fund BAC-SSWM Secretariat through manual submission, at the office address indicated below, on or before 1:30 P.M. (PST) of November 17, 2026. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on November 17, 2026, 2:00 P.M. (PST) at the BAC Function Room, 2nd Floor, Espacio de Eugenia Bldg., Cor. V. Mapa and Mabini Sts., Davao City and/or via video conferencing (Zoom). Bids will be opened in the presence of the Bidders’ representatives either physically or virtually and each bidder/company shall be allowed only one (1) representative during the aforesaid activity. (PST) of November 16, 2026. 10) The award criteria to be adopted for this project is Single/Lowest Calculated and Responsive Bid (SCRB/LCRB) 11) The Pag-IBIG Fund reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
