The Local Government Unit of Arteche, Eastern Samar, through the Capitation Fund -(Philhealth), intends to apply the sum of Eight Hundred Seventy-Six Thousand Pesos (Php 876,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply and Delivery of One (1) Unit Fully Automated Hematology Analyzer. Bids received in excess of the ABC shall be automatically rejected on bid opening.
The Local Government Unit of Arteche, Eastern Samar now invites bids for the above named project with the following features and specifications;

(95ml probe cleanser) Display/Interface 10.4-inch color touch screen (Resolution 800x600) Data Storage Up to 50,000 results including histograms and patient information Connectivity 4 USB ports,1 LAN port supporting HL7 protocol (Compatible with LIS System). Quality Control 3 Level QC, L-J graph, X-B. Calibration Manual and Auto-calibration. Dimensions 390mm (L) x 285mm (W) x 390 mm (H) Weight <= 18kg.
Completion of the Works is required within thirty (30) calendars days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents.
Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
Interested bidders may obtain further information from Local Government Unit of Arteche Eastern Samar and inspect the Bidding Documents at the address given below during weekdays Monday to Friday at 8a.m to 5p.m. on October 23, 2026 to November 12, 2026.
A complete set of Bidding Documents may be acquired by interested bidders on October 26 to November 12, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of One Thousand Pesos (Php1,000.00).
The Local Government Unit of Arteche, Eastern Samar will hold a Pre-Bid Conference on October 30, 2026, 10:00 a.m at 3rd floor, Municipal Building, Barangay Central, Arteche, Eastern Samar, which shall be open to prospective bidders.
Bids must be duly received by the BAC Secretariat at the address below on or before November 12, 2026 at 10:00 a.m. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB.
Bid opening shall be on November 12, 2026 at 10:00 a.m at the BAC Secretariat Office, 3rd Floor, Municipal Building, Barangay Central, Arteche, Eastern Samar. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
The Local Government Unit of Arteche, Eastern Samar reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
