Supply and Delivery of Medical Equipment

INVITATION TO BID FOR SUPPLY AND DELIVERY MEDICAL EQUIPMENT 1) The Provincial Government of La Union (PGLU), through PGLU Annual Budget for CY 2026 General Fund (LDF), intends to apply the sum of EIGHT MILLION THREE HUNDRED EIGHTY-FIVE THOUSAND PESOS ONLY (P8,385,000.00), detailed as follows: LINE No. Description QTY ABC 1 INFUSION PUMP WITH STAND 7 UNITS 1,085,000.00 2 MICROHEMATOCRIT CENTRIFUGE 24 PLACER 2 UNITS 1,000,000.00 3 DIGITAL XRAY MACHINE 1 UNIT 6,000,000.00 4 AUTOCLAVE TABLE TOP 1 UNIT 180,000.00 5 INFANT PHOTOTHERAPY UNIT WITH BASSINET 1 UNIT 120,000.00 TOTAL Php8,385,000.00 being the Approved Budget for the Contract (ABC), to payments under the contract for each item/s. Bids received in excess of the ABC for each item shall be automatically rejected at bid opening. 2) The PGLU now invites bids for the SUPPLY AND DELIVERY MEDICAL EQUIPMENT. Delivery of the Goods shall be in accordance with the delivery schedule under Section VI (Schedule of Requirements). Bidders should have completed, at least three (3) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. (Instructions to Bidders). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. ii) Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR. 4) Interested Bidders may obtain further information from Provincial Government of La Union (PGLU) and inspect the Bidding Documents at the address given below during office hours. During the implementation of the Flexible Working Arrangement of the Provincial Government of La Union, office hours shall be as follows: 7:00 am to 5:30 pm Monday to Wednesday 7:00 am to 12:00 pm Thursday In the event that the Flexible Working Arrangement is suspended or not in effect, the regular office hours shall apply, as follows: 8:00 am to 4:30 pm Monday to Thursday 8:00 am to 12:00 pm Thursday 5) A complete set of Bidding Documents may be acquired by interested Bidders on October 24, 2026 – November 17, 2026 at the BAC Conference Room, Provincial Capitol, City of San Fernando, Province of La Union upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB to wit: Approved Budget for the Contract (ABC) Maximum Cost of Bidding Documents (in Philippine Peso) 500,000 and below 500.00 More than 500,000 up to 1 Million 1,000.00 More than 1 Million up to 5 Million 5,000.00 More than 5 Million up to 10 Million 10,000.00 More than 10 Million up to 50 Million 25,000.00 More than 50 Million up to 500 Million 50,000.00 More than 500 Million 75,000.00 * The cost of Bidding documents shall be based on the aggregate ABC of the item/s to be bid, provided that the same shall not exceed the maximum fee prescribed in the Guidelines issued by the GPPB. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The Provincial Government of La Union will hold a Pre-Bid Conference on November 3, 2026, 10:00 am at the BAC Conference Room, Provincial Capitol, City of San Fernando, Province of La Union, which shall be open to prospective Bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before November 17, 2026 at 9:59 am. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on November 17, 2026 at 10:00 am at the BAC Conference Room, Provincial Capitol, City of San Fernando, Province of La Union and/or via https://www.facebook.com/LGUlaunion. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) The Provincial Government of La Union reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 704 of R.A.
