1. The National Irrigation Administration – Regional Office No. 1, through the General Appropriations Act of 2026 intends to apply the sum of One Hundred Eighty-Eight Million Five Hundred Eighty-Six Thousand Six Hundred Twenty-Two Pesos and 21/100 (Php 188,586,622.21) being the Approved Budget for the Contract (ABC) to payment for one (1) contract. Bids received in excess of the ABC shall be automatically rejected at bid opening. I. ITB No. : R1-2026-36 II. Name of Project : CURA RIS/REPAIR NIS/CY 2026 III. Location : Piddig, Ilocos Norte III. Description of Project : Canalization, Canal Structures, Terminal Facilities, and Service Road IV. Approved Budget for the Contract : PhP 188,586,622.21 V. SLCC (At least 50% of ABC) : PhP 94,293,311.11 VI. License Category : “B” VII. Size Range : Medium A in “Irrigation or Flood Control” 2. The National Irrigation Administration - Regional Office No. 1 now invites bids for the above Procurement Project. Completion of the works is required, Three Hundred Thirty (330) calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Interested bidders may obtain further information from the National Irrigation Administration - Regional Office No. 1 (Office of the Head, BAC Secretariat) and inspect the Bidding Documents at the address given below from 8:00 a.m to 5:00 p.m., Monday to Thursday except Friday, Saturday, Sunday and Holiday. 5. A complete set of Bidding Documents may be acquired by interested bidders on October 24, 2026 – November 16, 2026 from given address and website/s below and upon payment of the applicable fee/non-refundable for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos Only (Php 50,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees to be presented in person. 6. The National Irrigation Administration-Regional Office No. 1 will hold a Pre-Bid Conference on November 3, 2026 at 2:00 P.M. at the Regional Training Center, Function Hall, National Irrigation Administration – Region 1, Brgy. Bayaoas, Urdaneta City, Pangasinan and/or through videoconferencing/webcasting via Google Meet Link: https://meet.google.com/nvb-pfiw-oag, Pre-Bidding Conference which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at National Irrigation Administration – Regional Office No. 1, Brgy. Bayaoas, Urdaneta City, Pangasinan until November 16, 2026 at 2:00 P.M. Bidders’ representatives shall present valid ID and Special Power of Attorney (SPA) to the BAC Secretariat to be allowed to submit their bids. Late bids shall not be accepted. 8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be on November 16, 2026 at 2:00 P.M. at the Agno – Sinocalan RIS Conference Room (2nd floor of New Building), National Irrigation Administration – Region 1, Brgy. Bayaoas, Urdaneta City, Pangasinan and/or through Google Meet Link: https://meet.google.com/ohy-iqni-vvy. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. Requirements upon purchase of the bidding documents: 1) Updated Contractor’s Profile with Single Largest Completed Contract (SLCC); 2) Original Valid PCAB License; and 3) Only the Owner/Proprietor, or Authorized Representative is allowed to purchase the bidding documents. 11. The National Irrigation Administration - Regional Office No. 1 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 Revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 12.
