Republic of the Philippines Province of Leyte Municipality of Matalom Invitation to Bid for REPAIR AND MAINTENANCE OF OFFICE BUILDING AND OTHER STRUCTURE at Brgy. Sam Pedro, Matalom, Leyte 1) The LGU-Matalom, Leyte, through the GF 2026 intends to apply the sum of Nine Hundred Thousand Pesos Only ₱900,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Repair and Maintenance of Office Building and Other Structure at Brgy. San Pedro, Matalom, Leyte. Bids received in excess of the ABC shall be automatically rejected at bid opening. The LGU-Matalom, Leyte, through the GF 2026 intends to apply the sum of LOT 1: -900,000.00, being the Approved Budget for the Contract (ABC) to payments under the contract for each lot. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening. 2) The LGU-Matalom, Leyte now invites bids for Repair and Maintenance of Office Building and Other Structure at Brgy. San Pedro, Matalom, Leyte. Completion of the Works is required 60cd, Bidders should have completed, within 5 YEARS from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in (ITB). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from LGU-Matalom, Leyte and inspect the Bidding Documents at the address given below from 8:00am to 5:00pm. 5) A complete set of Bidding Documents may be acquired by interested bidders on October 24, 2026 from the address below LGU-Matalom, Leyte BAC Office, Matalom, Leyte and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of 1,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The LGU-Matalom, Leyte will hold a Pre-Bid Conference is “NONE”, which shall be open to prospective bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through (i) manual submission at the address indicated below on or before November 16, 2026, 9:00am. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on November 16, 2026, 9:00am at BAC Office, Matalom, Leyte, and/or through video conferencing via Facebook Live https://www.facebook.com/profile.php?id=61552332140383. Bids may be opened with or without in the presence of the Bidders’ representatives who choose to attend the activity. 10) Each and every page of the Bid Form, including the Bill of Quantities and cash flow, under Section VIII hereof, shall be signed by the duly authorized representative/s of the Bidder. Failure to do so shall be a ground for the rejection of the bid. 11) All Technical and Financial Documents must be properly tabbing indicate the name of documents. 12) All pages of Technical and Financial Documents must be signed by the duly authorized representative/s of the Bidder. Failure to do so shall be a ground for the rejection of the bid. 13) During Bid Opening the bidder or duly authorized representative/s of the Bidder must attend. 14) During Bid Opening the duly authorized representative/s of the Bidder must attached or bring a Special Power Authority (SPA) and Authority of Signing Official. Failure to do so shall be a ground for the rejection of the bid. 15) This Project is evaluated and awarded through Lowest Calculated and Responsive Bid (LCRB) or Single Calculated and Responsive Bid (SCRB). 11) The LGU-Matalom, Leyte reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
