Republic of the Philippines Province of Leyte Municipality of Matalom INVITATION TO BID FOR Procurement of Construction Materials for Installation of Water Supply System, Repair of Old School Gym, Rehabilitation of Pathway, Construction of Detached Genderized Comfort Rooms, Rehabilitation of School Canteen, Perimeter Fence, Installation of Window Glass Phase 1, Construction Of Septic Tank-H.E Cr, Repair of The School Ceiling, Repair of The School Library, Construction of Perimeter Fence, Construction of MMWS (Phase 2), Various Materials for Barangay, Repair and Maintenance of Office Building and Other Structure, Repair and Maintenance of Infrastructure Assets, Construction of Bulletin Board, Repair and Maintenance of Veterans Monument, Repair and Maintenance of Cottages, Repair and Maintenance of Comfort Rooms, & Repair and Maintenance of Parks, Plaza Monument and Boardwalk at LGU, Matalom, Leyte 1) The Local Government Unit of Matalom, Leyte through the SEF 2026, GF 2025, SB NO 1 2026, GF 2026 intends to apply the sum of TWO MILLION TWO HUNDRED TEN THOUSAND EIGHT HUNDRED TEN PESOS ONLY ₱ 2,210,810.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Construction Materials for Installation of Water Supply System, Repair of Old School Gym, Rehabilitation of Pathway, Construction of Detached Genderized Comfort Rooms, Rehabilitation of School Canteen, Perimeter Fence, Installation of Window Glass Phase 1, Construction Of Septic Tank-H.E Cr, Repair of The School Ceiling, Repair of The School Library, Construction of Perimeter Fence, Construction of MMWS (Phase 2), Various Materials for Barangay, Repair and Maintenance of Office Building and Other Structure, Repair and Maintenance of Infrastructure Assets, Construction of Bulletin Board, Repair and Maintenance of Veterans Monument, Repair and Maintenance of Cottages, Repair and Maintenance of Comfort Rooms, & Repair and Maintenance of Parks, Plaza Monument and Boardwalk at LGU-Matalom, Leyte. Bids received in excess of the ABC shall be automatically rejected at bid opening. The Local Government Unit of Matalom, Leyte, through the SEF 2026, GF 2025, SB NO 1 2026, GF 2026 intends to apply the sum of LOT. 1- 25,414.00, Lot 2- 25,380.00, Lot 3- 25,350.00, Lot 4- 24,420.00, Lot 5- 25,403.00, Lot 6- 25,409.00, Lot 7- 25,315.00, Lot 8- 25,400.00, Lot 9- 25,343.00, Lot 10- 25,041.00, Lot 11- 25,235.00, Lot 12- 25,414.00, Lot 13- 25,125.00, Lot 14- 25,312.00, Lot 15- 377,392.00, Lot 16- 117,782.00, Lot 17- 499,845.00, Lot 18- 284,800.00, Lot 19- 184,640.00, Lot 20- 242,790.00, Lot 21- 100,000.00, Lot 22- 50,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for each lot/item. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening. 2) The Local Government Unit of Matalom, Leyte, now invites bids for Procurement of Construction Materials for Installation of Water Supply System, Repair of Old School Gym, Rehabilitation of Pathway, Construction of Detached Genderized Comfort Rooms, Rehabilitation of School Canteen, Peremeter Fence, Installation of Window Glass Phase 1, Construction Of Septic Tank-H.E Cr, Repair of The School Ceiling, Repair of The School Library, Construction of Peremeter Fence, Construction of MMWS (Phase 2), Various Materials for Barangay, Repair and Maintenance of Office Building and Other Structure, Repair and Maintenance of Infrastructure Assets, Construction of Bulletin Board, Repair and Maintenance of Veterans Monument, Repair and Maintenance of Cottages, Repair and Maintenance of Comfort Rooms, & Repair and Maintenance of Parks, Plaza Monument and Boardwalk at LGU-Matalom, Leyte using the Fit-for-Purpose Approach. Delivery of the Goods is required within 40CD Bidders should have completed, at least 5 year from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. i) Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR. 4) Interested Bidders may obtain further information from Local Government Unit of Matalom, Leyte and inspect the Bidding Documents at the address given below from 8:00am to 5:00pm. 5) A complete set of Bidding Documents may be acquired by interested Bidders on October 24, 2026 to November 16, 2026 from the address given below BAC Office, Matalom, Leyte upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱5,000.00 if More than 500,000 up to 1 Million the amount of ₱1,000.00 and if 500,000 and below the amount of ₱500.00. [Note: For lot procurement, the maximum fee for the Bidding Documents for each lot shall be based on its ABC, in accordance with the Guidelines issued by the GPPB; provided that the total fees for the Bidding Documents of all lots shall not exceed the maximum fee prescribed in the Guidelines for the sum of the ABC of all lots.] It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The Local Government Unit of Matalom, Leyte will hold a Pre-Bid Conference is “NONE” which shall be open to prospective Bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through (i) manual submission at the office address indicated below, (ii) online submission through the electronic bidding facility of the PhilGEPS as indicated below, on or before November 16, 2026. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on November 16, 2026, 9:00am at BAC Office, Matalom, Leyte and/or via Facebook Live. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) Each and every page of the Bid Form, including the Price Schedule, under Section VIII hereof, shall be signed by the duly authorized representative/s of the Bidder. Failure to do so shall be a ground for the rejection of the bid. 11) All Technical and Financial Documents must be properly tabbing indicate the name of documents. 12) All pages of Technical and Financial Documents must be signed by the duly authorized representative/s of the Bidder. Failure to do so shall be a ground for the rejection of the bid. 13) During Bid Opening the bidder or duly authorized representative/s of the Bidder must attend. 14) During Bid Opening the duly authorized representative/s of the Bidder must attached or bring a Special Power Authority (SPA) and Authority of Signing Official. Failure to do so shall be a ground for the rejection of the bid. 15) This Project is evaluated and awarded through Lowest Calculated and Responsive Bid (LCRB) or Single Calculated and Responsive Bid (SCRB). 16) Please see the SPECIAL CONDITIONS OF THE BID in bidding document under section III- bid date sheet for clarification of Lot-Based Pricing and Variance in Individual Unit Prices. 17) The award shall be made by lot, Bidders shall quote for all items comprising a particular lot. Partial quotation of items within a lot shall not be considered for award , Failure to do so shall be a ground for the rejection of the bid. 18) The Local Government Unit of Matalom, Leyte reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
